Mercury 15hp 4 stroke….runs rough on start up. Lacks getting up on plane, and not running full power on plane. Leaning toward a defective coil. Top cylinder plug was black with carbon, bottom plug looked normal. Replaced both plugs, still lacks power. Opened the carb, looked clean, sprayed it out anyway. Still lacks power.
